Aspiring rapper Courtney Rose is desperate for a breakthrough. After years of grinding away in his cluttered bedroom closet in a modest inner-city apartment, he decides to take matters into his own hands. To gain attention for his music, Courtney devises an outrageous publicity stunt: he runs for mayor of his hometown, Fort Grey, in California. However, his scheme spirals out of control, leading to an unexpected and frightening result—he actually wins the election, thrusting him into a situation he never anticipated.
