In the sweltering summer of 1931, Ness and his team are fighting hard against the influx of illegal whiskey and drugs in the city. One day, a heartbroken Capt. Jim Johnson comes to Ness’s office, troubled after a raid that apprehended 50 drug addicts, including his own son, Buz. Ness then has a conversation with Buz, who is now locked up.
