Harm finds himself at a crossroads regarding his future at JAG when he discovers that Charlie Lynch, the former Navy man behind the murder of Annie— the tormented child whose tragic fate continues to haunt him—has reemerged, putting Annie’s twin sister, Dar-lin, at risk.
