Tommy strives to maintain order among her officers after one of them is found dead, while some are eager to take drastic actions in the hunt for the killer. Meanwhile, Mayor Buddy Gray and Deputy Mayor Doug Dudik are anxious about the potential fallout from Arturo Lopez, a recently apprehended associate of Buddy's, and the damaging secrets he might reveal.
