A fleeing suspect speeds through the streets on his scooter, but the police are hot on his trail. Meanwhile, officers stumble upon a dazed and drugged man slumped in the bushes. As tensions rise, they also work to mediate a conflict between neighbors dealing with aggressive pit bulls.
