A lucky lottery winner chooses to throw his prize money out of a window, sharing his fortune in a rather unconventional way. Meanwhile, Sgt. Dietrich finds himself in hot water after being arrested for taking part in an anti-nuclear protest while off duty. On a different note, Barney realizes that he can't keep up with the costs of his condo-converted apartment, leaving him in a tight financial spot.
