The Planeteers uncover that Dr. Blight is conducting experiments on puppies at a covert dog pound she operates. Unaware of the situation, people—including Wheeler's young cousin—are adopting these sickly dogs. It falls to Captain Planet and the Planeteers to intervene and put an end to Blight’s cruel activities.
