Joe and Bill go to a gathering of the East LA Graduates Union, aiming to encourage recent minority high school graduates to join the police academy. Their campaign gains support from a black patrol officer, but when his home is vandalized, he chooses to leave the police force. Joe makes an effort to convince him to reconsider his decision.
