Bill Todd, the proprietor of the nearby meatworks, seems to be profiting handsomely by passing off subpar carcasses as premium meat. However, Inspector Faulkner is adamant that any intervention must wait until he rolls out the local Safety House Scheme. Meanwhile, PJ coerces a teen burglar into admitting his crimes, only to later discover that the boy has been attacked.
